Coral Gardens

Unlike many other cities in their nation, they do not employ the levels system.  The Coral Gardens begins well before anyone can actually be submerged in the water, and experiences something of a terrace effect as the continental shelf descends.

There are a few houses and businesses on stilts in the shallows before the Coral Gardens begin.  Glass-bottomed tour boats are an extremely popular business catering to tourists, who marvel at seeing the beautiful coral beneath them - and oftentimes the locals as well, many of whom enjoy swimming through the reef they call home.

Further out, there are buildings that are built partially submerged, usually protected by magic against storms and earthquakes alike.  The lower parts of the buildings are generally covered in coral, while the upper parts are dry spaces, and both serve different purposes.  Further out still, buildings are entirely submerged and coated in corals.
