The top layer of Tide is a network of floating platforms that hover just above the surface of the water. Buildings on top of them serve as the bulk of Tide's dry space - with their large populace, dry spaces are important to have for things like safe surgeries, the storage of items not protected from seasalt by either magic or a natural protective coating, and comfortable living for visitors from other nations who might have difficulty properly descending below the waves - the ruler of Galactica is not necessarily anticipated to be skilled at tolerating the pressure of being on the planet at all, let alone of going underwater.
The middle layer is best described as a fluid and everchanging marketplace. Vendors can't stay put in one spot long, due to the movement of the water, but they try to stick to the same times of day for being present, before departing from this to the lower layer.
The lower layer is full of permanent housing, built from and within a massive coral reef. Homes are often surprisingly old, as Dextroluma have cultivated vast networks of coral across magically enhanced walls that can survive the water. Some varieties of coral also grow large enough to be a building in their own right. There are many homes and businesses here, sprawling across the ocean floor. Of course - there is also the palace, a magnificent building and veritably a reef on its own. Throughout this section, there are also a limited number of dry spaces, which are created by building a room sealed with an airlock and using magic to drain it. These are almost exclusively used for medical care or the storage of certain fragile items, as creating a dry space in this manner is difficult, though there are some who use them to create and serve foods from land nations. Most who could afford one would find it easier to buy a floating platform to build a naturally dry space for themself over this route - but new ones are still made on occasion anyways.
