One of the few rocky surfaces visible under the Glacier its nation is named for, Fallen Horn serves as the capitol, and is quite the sprawling city...by Glacia's standards of 'city', at least.
The ice here never melts, but the residents are used to it. The city has dug down between the exposed stone of the mounntain to create a shelter from the high winds that can ravage the glacial plains.
